Despite the importance of airport infrastructure investment to local and regional economies and to the national air transportation system, a significant gap exists between available resources to airports and their needs for future development. To address that funding gap, Congress can and should eliminate the federal cap on local Passenger Facility Charges, support the federal Airport Improvement Program and eliminate penalties for investment in airport private activity bonds. Your Airport Legislative Alliance team remains engaged on Capitol Hill on these issues, and we hope that the following materials will assist individual airports in weighing in with new Members of Congress and key Washington decision-makers on these important matters. PFCs give airports critical local self help to address infrastructure needs. The current federal PFC cap is woefully inadequate and long overdue for adjustment.
