Mr. Mark Witsoe, A.A.E. / CAE is the Kern County Director of Airports managing the day-to-day operations of the six airports and a professional staff of 24 in the County of Kern, California while bringing vision, strategy, and implementation to a diverse community growing and changing every day.   Meadows Field Airport is commercial non-hub airport with seven daily flights to four major hubs. He is dedicated to expanding services; ushering in new opportunities that make the system of airports a recognized model of excellence through sustaining and building long-term relationships. 

Mark has also previously performed on an airport engineering services team as a consultant and served as air boss in numerous air shows including two terms on the ICAS Board of Directors. He is a Past-President of the Southwest Airshow Network.  Mark is a Past-President of SWAAAE and served for several years as their Executive Director.  Mark currently serves on the AAAE Board of Examiners. Mark has an MBA from the University of Nevada-Reno and a BS from Arizona State.

Mr. Kevin Smith, A.A.E. currently serves as the General Manager of the Truckee Tahoe Airport District. Originally from the San Francisco Bay Area, he went to college at BYU, completing a Master’s Degree in Planning and Resource Management in 1997.  Before managing airports, Mr. Smith held various positions with FBOs and then in local government including City Planner, Community Development Director, Reserve Police Officer, and Deputy City Manager for various communities in Utah.  Kevin is an instrument rated private pilot and an Accredited Airport Executive.  He currently resides on the north shore of Lake Tahoe with wife and 4 children.
