Registrations, cancellations and refund requests must be submitted in writing. All cancellation requests for paid registrations received on or before Friday, September 11, are subject to a $50 cancellation processing fee; approved refunds will be processed after the meeting takes place. There will be no refunds of any kind after this date. Cancellations with outstanding invoices received within two weeks of the start of the conference, will require full payment on the balance due. Refunds will not be provided, and balance dues will not be forgiven for no-shows. Substitutions within the same conference will be accepted without penalties. The difference between member and non-member price will be charged if a non-member replaces a member. Substitutions will be accepted with a written request to The individual substituting for the original registrant is responsible for all financial obligations (balance due; difference in fees due to membership type) associated with that substitution. Mr. Benjamin R. DeCosta, A.A.E.

Ben DeCosta, a nationally-recognized aviation industry leader, has more than 40 years of experience, including 12 years as General Manager of Hartsfield-Jackson Atlanta International Airport (ATL), the world’s busiest airport, and, before that, almost five years as the General Manager of Newark International Airport (EWR). He is now the principal of DeCosta Consulting, LLC, a consultant firm serving the Aviation industry for the last 7 years. At Hartsfield-Jackson, Ben led a $6 billion dollar plus capital improvement program. The major components of this program are a $1.28 billion fifth runway, a $ 1.4 billion international terminal, a $600 million plus consolidated Rental Car Center and people mover, and upgrades to the central passenger terminal complex as well as significant improvements to the airfield. Among his top priorities during his tenure were ensuring that the customer experience was among the best, the Airport capacity matched forecasted growth, and ensuring the airports financial strength was maintained. Considered an industry thought leader, DeCosta served on the boards of directors for two of the world’s leading aviation organizations: Airports Council International (ACI-NA & ACI-World) and the American Association of Airport Executives (AAAE). He has earned the Accredited Airport Executive designation from AAAE. He is currently the Vice Chair of ACI-NA’s World Business Partners Board and is on the steering committee for AAAE’s Corporate Committee. He received his Bachelor of Arts degree in Physics at Queens College in 1968 before earning his Juris Doctor from New York Law School in 1975. He has also attended Harvard’s Kennedy School program for state and local officials. He lives in Atlanta with his wife of 34 years, Milly.

Jeff is a national and community leader with more than 30 years of aviation and transportation experience including 20 years as a CEO at three airports, and Director of Transportation and Infrastructure for City of Tulsa. He is a past National Chairman of American Association of Airport Executives (AAAE), a recipient of the Distinguished Service Award, and was nominated 2016 Airport Revenue News Airport Director of the Year. Jeff acted as community Leader for a $1 billion economic development program. He is also a commercial multi-engine pilot and flight instructor.

Dave Tomber has 35 years of public and private sector experience in aviation planning, design, construction, and asset management. Dave has led projects at over 75 medium- and large-hub terminals worldwide. He has authored over 150 articles and given presentations at industry events on various aspects of airport development. He has worked as an airport planning subject matter expert for both Seattle-Tacoma international Airport and the Port Authority of New York & New Jersey. In 2001, Dave coined the term InspansionTM, which has since been trademarked by Woolpert. InspansionTM leverages process improvement and technology to eliminate congestion. InspansionTM techniques can be used to help airports respond to COVID-19. Rather than increasing physical separation, which may not be possible in busy airport terminals, InspansionTM enables planners to reimagine terminal processes as a more effective alternative to social distancing. As a member of the American Institute of Architects, Dave was elected to the College of Fellows FAIA and is a past president of AIA Northwest Washington, a Past Director on the Board for AIA Washington Council, and a Past Director on the Board for AIA Pasadena. Dave is dedicated to improving the industry, a passion reflected in his career-long focus on airport consulting. He is also dedicated to providing planning that is focused on meeting client requirements, while achieving significant economic and environmental benefits. Dave understands the increasing need to design sustainable solutions and utilizes his extensive experience to develop innovative strategies for improving resiliency and maximizing non-aeronautical revenue. To achieve this, he focuses on creating facilities that clients can afford to build, operate, and maintain throughout their lifecycle. In addition to his consulting experience, Dave is also proficient in AutoCAD, Revit, Adobe Creative Suite, MS Project, SketchUp, and a variety of specialized airport planning and simulation tools.
