Governmental Accounting Standards Board (GASB) Statement 87 and 2020 are here! Airports must implement the new lease accounting standard starting with reporting periods beginning after December 15, 2019. That means December 31, 2020, annual reports will be affected by this Statement.  If not already completed, your airport needs a plan on how to address the implications and requirements of GASB 87. This plan needs to be in place as soon as possible and its execution started.  Changes are required now to make it happen.  Bottom line? Deborah Beams is a supervising project manager with the Governmental Accounting Standards Board (GASB) in Norwalk, Connecticut. Currently, she is working on implementation guidance for leases. Previously, she had worked on projects leading to Statements on fair value, external investment pools, conduit debt, and leases. Deborah joined the GASB staff in 2018 and had previously worked for the GASB as a practice fellow. She spent over 10 years in public accounting as an auditor, working primarily with government and not-for-profit clients. Deborah received her bachelor’s and master’s degrees from the University of North Texas and is a certified public accountant in the state of Texas.

As a licensed CPA, Ray Ceasar has over forty years of experience in accounting, finance, tax, and information system design and development. At GCR, Mr. Ceasar leads a team of project managers and programmers who deploy accounting management software solutions for the airport industry. He has been involved in rolling out business and revenue technology to airports worldwide, from the smallest GA to the largest Category X. As part of the evolving business of airports, Mr. Ceasar is currently working on a solution toolset to assist airports and other organizations with their GASB 87 compliance efforts.
